Response to Disclosure Inquiry

No decision has been made on the construction of an electronics plant in the Philippines, although Samsung Electronics has reviewed the overseas plant construction plan to respond to emerging markets and improve global competitiveness.

Further disclosure will be made within 6 months or as soon as any decision is made on the above issue.

* This public disclosure is related to Response to Disclosure Inquiry dated March 18,
2008 and September 17, 2008. At that time, Samsung Electronics responded that no
decision was made.
